要求：
清空这个路径中的所有文件 ：C:\Users\Administrator\AppData\Local\Microsoft\Windows\Temporary Internet Files

如果 有一些文件 正在被其它进程占用，请跳过（不是终止删除）它，把能删除的都删除。

IE7 以上版本可以用这个方法：

RUNDLL32.EXE inetcpl.cpl,ClearMyTracksByProcess 8

1        delete browsing history (list of visited sites)
2        delete all cookies
8        delete temporary files (cache)
16        delete all saved forms data
