批处理如何提取网页上的指定多列内容到TXT里？

各位老师管理们好！
要提取内容的网页链接：
http://data.eastmoney.com/xg/kzz/default.html
第一步.如何用批处理提取网页上的全部页里的第1列“债券代码”和第16列“发行规模”内容输出到txt文本文件里，2个内容用“|5|”间隔，效果如下：
128128|5|29.90
128127|5|9.50
110074|5|7.87
123138|5|2.82
113154|5|15.66
第二步.全部输出到txt文本文件里完毕后，再判断txt文本里每行内容最前面的开头2位数字是否11或12，如果是11则在最前面增加“0|”，如果是12则在最前面增加“1|”，最终效果如下：
0|128128|5|29.90
0|128127|5|9.50
1|110074|5|7.87
0|123138|5|2.82
1|113154|5|15.66
